Jeffrey Allen Fiegenschuh

seasoned municipal executive with extensive expertise in financial management, public policy, economic development, utility operations, and strategic visioning. Since 2017, he has served as City Manager of Rochelle, Illinois, where he oversees a $130 million budget and has led the city to receive both the GFOA Distinguished Budget Award and the Certificate of Achievement in Financial Reporting. Under Jeff’s leadership, Rochelle has significantly improved its fiscal health, increasing its S&P bond rating from A+ to AA- and increasing major fund levels above city policy requirements. Additionally, the city has invested more than $60 million in infrastructure, revitalized public safety departments, and attracted over $150 million in private investment—boosting the Equalized Assessed Valuation (EAV) by $80 million. Prior to his tenure in Rochelle, Jeff served as City Administrator in Rantoul, IL, and City Manager in Princeton, IL. He holds a Bachelor’s degree in Political Science from Wayne State College and a Master of Public Administration from the University of Nebraska at Omaha. A committed public servant, Jeff is a member of the International City/County Management Association (ICMA), the American Association of Municipal Executives (AAME), and the Illinois City/County Management Association (ILCMA), where he currently serves as Vice President of the Downstate Board. He is also Chair of the Rochelle Area Community Foundation and serves on the board of the Rochelle Rotary Club. A graduate of multiple executive leadership programs, Jeff brings both vision and practical experience to local government. Outside of work, Jeff enjoys traveling to warmer destinations, cheering on his beloved Red Sox, and attending comic and horror conventions. Passionate about public service, he thrives on building strong partnerships with elected officials and community members to drive sustainable progress.
